Does sperm have to be wet like in a seman fluid to impregnate a woman?

or is it possible for ''dried up sperm'' to impregnate a woman? like lets say u got some s***n fluid on your hands and you wipe it dry and a couple hours later you have to pee and then u take a tissue [using hands u wiped dry of sperm] and u wipe ure peeing area, is it possible to be preggers?
