Only if you get a prepaid phone and do not use it that much.  I am on the under $10/month plan (prepay $100 for 1000 minutes good for a year).  I have a company phone, so I just use the prepaid phone for personal calls and long distance calls from home.

It looks like their least expensive monthly cell plan is $29.99.  They do have a $9.99 VOIP home plan that requires internet access.
