Does the 20th century mean the 2000's or the 1900's?

Doesnt the 20th century mean the 1900's or does it mean the 2000's(this century) because my sister keeps saying that it means the 2000's.

The 20th Century was from 1900 to 1999. We are in the 21st Century.
