Does the DMV conduct background checks?

Not that I am aware of, and being a background screening professional, I would know about that.  The DMV provides records to background screening companies, but does not actually do background checks.  If you mean do they do them if you are applying for a job, then I would imagine they do.  I do not know who they use, but it is a state job, so they probably will conduct fingerprinting.
