Does the European Commision have right to vote in WTO?

I know that, in case of no consensus, each EU Member State can exercise its right to vote. Does the same apply to the EC as a WTO member?

  1. The European Commission does not have a vote.  It negotiates on behalf of the member countries, this is because the EU is a single trading block and self regulates trade with its members, and has massive weight because of this.  Then when it comes to a vote the countries vote individually and therefore have the strongest voice in the WTO.
