Does the Female Hemp Plant Have Buds?

I am not talking about marijuana, I am talking about the hemp plant that has no THC in it. I would like to grow and smoke hemp,instead of cigarettes,and i do not at the time desire weed,because i get that anyway, im just looking for an alternative to cigs. so my main question is does the female hemp plant have buds, that i can break up and smoke.

and dont tell me, that its stupid and your only supposed to make clothes and stuff like that,cause i dont wanna hear it,and dont care.

They do. Much smaller than Marijuana (they aren't grown/bred for that purpose) but they are there.

Unfortunately while theoretically legal, THC-free hemp will land you in jail first and then after many days/weeks/month of explanation and defense in court (and experts analysing your hemp) you may be set free. The general policy dealing with hemp is guilty until proven innocent.
