Does the GI Bill now cover spouses educational costs?

Question

I was told by someone that the GI Bill only pays for the service members education, but recently I was told that something had changed and the money can be used for a spouse's education as well? Which is true??

I've heard that the new G.I. Bill, effective August 1, 2009 has a benefit transferability option for your spouse or children. However, it only covers the tuition.
