  1. The songs are chosen in the material based on the subjects of the meetings by either the sub committee on writing or on meetings.  Each song is based on a scripture and a message.  Most of the time, it is thought out before hand and written in the study plan for the most appropriate song.  At other times, the congregation can choose one.  There is a list cross referenced by Song number, title, scripture and subject available for this.

  2. No

(to the first question in bold).. ..

Each Sunday speaker chooses the song which is sung immediately prior to his talk. If the local congregation has good reason to insist on a different song, it's difficult to imagine the speaker (who is likely visiting from a neighboring congregation) arguing the point.

The fact that the songs are scheduled for other meetings simply allows those who plan to attend to familiarize themselves with and practice the songs ahead of time, even if they plan to attend a meeting outside their area. This is an especially loving arrangement in that so many Witnesses attend a meeting in a language which they are learning, in order to better serve the field. In many cases, the songs are chosen by the branch office rather than by the global Governing Body of Jehovah's Witnesses.
