Does the Ipod Touch 8GB have similar capabilities to a GPS device (i.e. instant directions while driving)?

simply, no.  because there is no GPS chip inside of the iPod Touch. But you can look up the direction while connected to the internet via WiFi, and tell google maps the next step as you go.

But the Unlocked iPhone v2 does have a GPS chip, which you can buy and then unlock.
