Does the Kawasaki Ninja 250R 08 come with a passenger seat?

And if it does, is the passenger seat like..comfortable for the passenger?

doesn't come stock but it can be added. some how i doubt you'll ever see any 'R' bike with a stock passanger seat... seeing as the R usually means race

Again no it doesn't. Sometimes you can get the dealership to throw one in when you buy it. Like most sport bikes there is a fiberglass cover where the passenger seat would be. You put your key in on the side and it comes off for storage. The seat would just go in place of this panel (it's very easy to install). Comfort? Depends on how long the trip is. I'd say your passenger will be able to handle it as long as you can on the front seat. Sport bikes are not known for comfort. I can only handle about a hundred miles at a time.

Yes it does. In some of the pictures you may see a cowl covering the passenger seat, that costs an extra $99 I believe, and it covers the passenger seat but it is still there. Stock you do not get the cowl but you do get the passenger seat.
