Does the PLAYSTATION3 STORE accept Visa Electron cards?

Yes. I have used my Abbey one on there many times.

If not, setup a virtual credit card, which they do accept. It basically takes money from your current account via your Visa card, and the store thinks it is taking it from a recognised card.
