  1. The Pope is the ruler of the Vatican, so collects taxes. The Vatican pays a small fee to the EU annually as a licence to take advantage of certain privileges. (freedom of trade, movement etc)

    Virtually all services of the Catholic Clergy are considered charitable so are tax exempt for most things. In some territories a church may pay a tax on wealth, property or any 'commercial' services (usually meals, accomodation, tourist services, gifts and crafts) it offers.
