You need to remember that even if the Northwest produces more food than people consume, there will still be food imports.  This is due to specialization.  The Northwest is particularly good at certain foodstuffs but not good at fruits and vegetables.  Thus, you export fish and import other items to make up a full diet.  The question you should ask is are you a net exporter in foodstuffs.  Yes the Northwest is.

I'm sure it produces more fish than they consume, but remember that area is mostly devoted to forestry. You can't eat a tree.
