Since it is the Queen herself who issues the driver's licenses,she is able to drive without one(because issuing a license to one's self seems odd).And,yes,she does drive;she prefers to drive herself around her many estates,like Windsor and Balmoral. The Queen actually learned how to be a mechanic during World War II!

  3. Yes. However since her insistence on paying taxes in the 1990's she is believed to have passed her license test and insisted that all members of the royal family do the same

    she is not required to, by law .. why? because all roads in the UK are officially 'the Queen's highways" dating from the medieval times when the 'highway' the raised section of road avoided swamps, ditches etc., and was reserved for the 'upper' classes (hence their nomenclature as 'upper') all others. such as I, were considered 'lower ' classes because we would always vacate the 'upper' or 'highway' of the road to allow others of superior social standing to pass
