I'm sure we probably spend more on the legal system and prisons combined than education, but what else do you expect to be done?  Prisons are built out of necessity, not as a pet project.  No one wants a prison in their backyard.  Politicians have to disappoint their voters when one is built.

  3. Maybe considering it's "in"carceration, not carceration.

    The cost of incarceration nationally in the U.S. is estimated at $26.8 billion annually. President Bush has appropriated $59.2 billion to the Department of Education. So no, we don't spend more on incarceration.
