Does the ZALMAN VF900 fit ATI x1650 Pro?

Question

It says it fits the x1600 series, does that include the x1650.

Only answers from people who have this in their system or actually know something.

Yes, ATI didn't change much except the guts of the GPU 1600 adn the 1650 then...

Why is it necessary?  Your link shows the fan but I couldn't see any compatability charts, though I didn't look real hard.  The card should have it's own cooling fan or heat sink and that should be enough.  If it's overheating, have a better case fan or clean out the dust from your existing fans if they're dirty.
