  1. Definetely no, building code for handicapped are especially designed and fitted for the physically handicapped not for general public use, but it can be use by aged.

       Safety measures are all required in all public areas, minors are under the supervision on the elder/adult for their safety, cause they are not maneagble enough on their own.They are must responsible on the minors they will them.


  2. Yes. And they must be angled to be flat line viewable from wheelchair height.

    There is no such thing as "Building and saftey code". Each municipality is different. However, if it is to be "certified" as barrier-free (don't say handicapped, smart ***) it must comply with the ADA Stylesheet. Get it on the net. It is the mininum without regard to what burg you are trying to hoodwink.
