Does the city of Chicago still require a vehicle safety check of the braking of all 4 wheels?

if you have snow or ice any traction issues 1 missing wheel could be fatal in the event of an  accident you could be found guilty of criminal negligence causing death which has a max sentence of 20 years where I live,the only place I'd drive a vehicle to with a missing brake is a  slow crawl to a garage

Brakes stop car--4a wheels stop better than 2 or 3/ 3 wheel brakes will cause car to do donuts on highway.
