  1. In the US, the owner of the marina is in charge of it, whether it's a privately owned or a municipal harbor.  

    The Coast Guard still has jurisdiction, though, if it's on the ocean or great lakes.  Inland waterways would more likely come under the jurisdiction of the local sheriff's or state police marine patrol.


  2. The Coast Guard is not in charge of marinas. The owner of the marina is and is responsible for complying with all applicable local state and federal laws.

  4. They not directly in charge as mentioned above. The owner is. Now, there may be certain Laws or Guidelines a Marina has to operate under. Things like Waste Recovery and Disposal. This "May" fall under the jurisdiction of the Coast Guard, but, most likely it under State Jurisdiction.
