  1. A jury usually has to be in agreement to convict someone. Just having a majority is not enough to say someone is guilty.


  2. Not in the judicial system, but in the legislative branch - there must be a certain number of senators (or representatives) present to conduct business and pass laws.

    If a court has multiple judges, generally they won't meet while one is absent.  There are exceptions - such as a temporary stand in is named, or in the case of the Supreme Court, they simply have to wait until all justices are availabe (unless one recurses themselves from a case).
