  1. Only for Federal Violations. They cannot enforce local or state specific laws. This is no matter if the violator is the police or anyone else.

For local and state laws they have the same powers a cop has outside their jurisdiction, that of a citizens on view arrest or detainment for the police.

So if an FBI investigation of local cops finds a violation of a state but not a federal statute they do not make the arrest but they can turn their information over to someone who can. They don't normally they just use the info they have as a threat to gain more info.

  2. They can as long as there is strong enough evidence to support it. Also they have to look into all allegations. Whether they follow through with it or not is a different matter.

  3. Yes they can. As long as it is for legal reason. Everyone is a civilian when they are off work and make the same mistakes as anyone else. So yes is my educated guess.

  4. Yes. If a police officer breaks the law and the Internal Investigators do not arrest them, then the FBI investigates. Any and all persons they find to be guilty of a federal offense or a violation of constitutional rights will be arrested. Their official position not withstanding.

  5. Well yeah if the crime commited is within their jursdiction.  Local guys arrest Local guys too.

  6. They can arrest any person that commits a crime. Police are not special. they are just ordinary people.

  7. The FBI can arrest anyone who violates a federal law.

  8. yes but anyone has the authority to arrest State and local police, it does not have to be a "higher authority"

However in cases of rampant corruption sometimes the FBI would be brought in to investigate if the local or state police were believed to be unlikely to properly investigate.

  9. If they are in violation of federal law, yes.

  10. They have the power to arrest any persons committing a federal offense.  They cannot enforce laws other than Federal laws though.

I have the power to arrest an FBI Agent committing a criminal act in violation of a state or local law.
