  1. The FDA does essentially no testing at all. It isn't that big an agency. They require that studies be submitted, including animal studies at the earlier stages. Studies are typically done by the manufacturers, and some by academic centers or third-party contractors.


  2. No. The FDA evaluates the safety of products and the efficacy of prescription drugs, but does not do animal tests.

  3. FDA takes the data submitted by the drug companies on its face value.  They consider it as truth.  All the required tests are done by the drug companies.

    Of course, submitting falsified data could put the drug companies in big big trouble.
