Sure they do. And evidence suggests they are on firm ground. Less than half of eligible voters are registered to vote. Less than half of adults can even name their local Member of Congress. Less than one in five adults has ever read the Constitution. If that is not a situation which produces ovine behavior, I don't know what else you can call it.
