  1. Different carriers may be handling this situation in different ways.  For USAirways, the $15 fee for the first bag comes into effect July 9th, but if you've already booked a flight for sometime after that date, the fee will be waived.  For a second bag, no deal, Howie!  You would have to pay at check-in time.
