Does the immigration (european economic area) regulation 2006 has any effect on a case that happened before?

Is it possible to use the above law to a case that happened 3 years before?

Actually if some people legally immigrated un EU already then it is not possible reverse it by sending them back, they have permissions for work, payed social security payments, etc. But new regulations treats current issues more carefully to avoid mass immigration into EU of unqualified labor, thus reducing social support system loses.
