Does the iphone still work if you don't have the phone service?

Yes, it works.  You can still use it as a phone as long as you have a wireless carrier; you don't have to have the internet service if you don't want it.  For that matter, you don't have to have the PHONE service if you don't want it, but then it's not much more than a very pricey paperweight with wi-fi capability.
