Does the most lighting and loudest thunder represent the strongest thunderstorm cell?

  1. No any thunderstorm can contain thunder and lightning. If your near the storm the thunder is going to be loud. I would define strong in terms of wind speed, heavy rain, and maybe hail or frequent lightning.

    Severe storms usually contain a lot of lightning but so do "weak" storms if there is a such thing. Also a strong cell would or could have the ability to spawn a tornado as well.
