Does the oozing of pen depend on the paper we use or only on the pen i choose?

Mostly on the pen itself depending on the atmospheric conditions; when I fly on airplanes for travel I have to use the uni-ball Vison Elite or the pen may explode all over me.  The paper can also have an effect the lower the moisture content and higher the rag content and brighter the white ratio probably the cleaner the printing of any pen.  Best thing to do - go to Staples or an office supply store - and ask an expert!
