Paid surveys can work for you.  However there are a lot of different things you need to learn on exactly how they work, what you need to do, and how to work various different sites in order to make money.  As for your detailed question on "are they a scam" As long as you are receiving some sort of compensation for your efforts, then legally they are not a scam.  However, most people will not tell you what's all involved because the ones referring you over to various different sites get something in return from the companies.  So they are not going to give you the facts.  The way surveys work, may or may not be something you want to do.  This will have to be something you will have to decide on your own.

There's an article on surveys that explain in detail what goes on before your given a survey, during and after that I think you should read that will answer the questions on why people call them a scam as well as why some do surveys.  A lot of good information that I think  you should know.

Most of them just take your email address and vital demographics and sell them to spammers.

The ones that do pay might earn you $50 to $100 per year, each. It isn't intended to be an income.
