Does the post office charge more for shipping based on area code?

the 5 digits at the end of an address, does it cost more based on how far it's being shipped, or primarily on how heavy the package is?

Priority mail and Express mail are based on both weight and  Zip code.

Regular shipping is based only on weight of package.
