Does the seller of a car have to sign the new owners registration application form??

Because ive gotta get my car registered(<spelling)and i need to know if the guy has to sign it also thanks in advance

No. The seller has to sign a Bill of Sale and the old title.

Of course not.  Seller does have to sign a bill of sale, and, in Canada, the Transfer of Ownership Document, in the US, the title.

yes then you mail it to dmv that way if they do not change the title you are in the clear say if they do hit and run or ?
