Does the speed of light thru a material affect the rate of evaporation of water below it?

  1. Are you asking if the heat energy flux needed to evaporate water can exceed the rate at which photons supply energy to the water surface because the photons are moving too slowly above the water?  Sort of asking if evaporation can ever become transport limited because light moves too slowly?  If so, add a comment, I have a response.  I don't want to annoy anyone in case I'm misinterpreting what you're asking.  :-)
