well it means that it will be able to transfer data at a certain rate per clock cycle. so higher clocked RAM is generally better, but it's not exactly paramount, considering that there are other factors that affect performance such as latency, but the higher the RAM's clock speed, but at a certain point the clock speed kind of cancels out the latency.

processors are how fast your computer can act but speed is based on both. having a processor that's fast is a very good idea and having atleast one gigabyte of RAM at however many ghz means that it will transfer speed at that amount, lessing you usage of processor making program faster, and also having that much temporary space for quick, temporary informaton. therefore having both at a decent speed will increase your computer speed.
