Was off the coast of Oregon when I saw the sun doing this. Checked magnetic, gyro compass and they both said it was happening. Thought that only happened when south of the tropic of cancer during summer.

  1. Yes.  In the Northern Hemisphere, it happens every morning between the vernal equinox and the autumnal equinox.

  2. It rises in the northeast and sets in the northwest during summer.  That's true for the entire hemisphere, except right at the north pole. where it rises and sets only once a year, each.  And then, it goes all the way around the horizon.
