  1. exit signs have a back up battery so that the sign can stay lighted for an hour or so. you can buy lights that will have a battery back up to supply light in the event of a power outage, they will have to be tied into the main electric supply to keep the battery charged

  3. Yes they do you mean florecent lights right? They have a starter or condensor so they turn on fast. Otherwise it would take a while for them to lighten up.

The ballast (transformer) of a fluorescent fixture is simply to provide a constant level of electicity to the bulb/s.  The starter, sometimes incorporated into the ballast, is a condensor that gives a delayed, sudden shot of electricity to the bulb to help ionize the gas inside it, in turn, helping the bulb to light.  Neither of these components can store electricity. The storage battery for an exit light is an entirely different type component.

  5. The exit signs in buildings do not store power. Instead, they are usually connected to a supplementary emergency lighting system, powered by bateries for smaller buildings or a combination of batteries and electric generators.

    The transformer inside economy bulbs (which are in fact a type of fluorescent lamps) is only used to start the lamp.

    As a rule, transformers DO NOT store power. Batteries store electric power.
