Does the word "will" mean promise?

Does the word "will" mean a promise? For example, "you can to keep the site operational, but you don't have to as it will be recovered". I believe this is a promise but the person who wrote did not. What do you think?

  1. I "will" is a promise.

    In many marriage ceremonies they use the words "I Will" in place of "I do."

    it means it is going to be recovered
