  1. I can swim at a depth up to, but not exceeding, 5 feet below the surface of the water.

Or, if it has to have a negative...

I can swim at a depth of -5 feet relative to the surface of the water.

  2. How about, "I can swim underwater up to five feet"?

  3. you can make it almost up to the surface.. idk with your self confidence.. but your still on the negative side. you cant make it out.    ??

  4. It would be fine to say you can swim five feet below the surface.

Temperatures are often used for negatives (the coldest temperature I've experienced is __________).

Money and debt are also used: (I had $10, but the thing I wanted to buy was $12.  I had to borrow from my sister, so I have -$2 now.)
