Well, usually a skill is learned, and talent is an innate ability that allows you to learn a skill well.

So it's a little vague because skills, talents, and abilities are all a little intertwined.

That being said, they're saying that Love is an ability.  You are either able to love, or you're not.  You can't learn it, you can't just get good at it...and you don't merely have a talent for it that can be developed.  Can or can't, period.

I'm not sure that I wholly agree, but I can see where the quote is coming from.

It means that your capacity for love comes from inside yourself. It is not something you can fake (skill or talent).
