  1. Fluent means speaking fluidly without pausing to formulate sentences, therefore, this person's Japanese is not fluent.  She's obviously a student of Japanese.


  2. Looks like she is trying to decide what to say.

    I do this sometimes in English. Doesn't mean she's not fluent doesn't mean she is fluent.

    But I think the video was probably spontaneous. So, hence her pausing thinking of what to say about her friend.  

  3. Absolutely neither good nor fluent but just poor though.

    She is not native and trying her best.
