I don't think so.  

The phone you link to says it works on 850 MHz or 1900 MHz

This website claims that Costa Rica cell infrastructure only supports phones on the frequency of 1800 MHz

If I were you, I'd google "Unlocked quad band phone"  and pick a phone from that list.  Quad band meaning it will work on all 4 frequencies 850, 900, 1800 and 1900 MHz.  Then you'd be good to go all over the world.
