That depends upon the printers, not every printer ships with all the cartridge.  

It should state on the side of the box whether or not the cartridges are included.

Not all printers come with both black and color cartridges. I recently bought a Lexmark printers that came with just the color cartridge and I paid almost as much for the black cartridge as the printer!!

You didn't mention any specific printer but if it's a brand new printer and it's a color inkjet printer, yes, it should come with black and color ink cartridges in the box.
