Does toddler have eczema?

I have a 15 month old who recently developed small scaly spots behind his knees, in the creases on his elbows and on the outside of his elbows. Could this be eczema? I read up and it says that eczema is normally hereditary but no one in my immediate family ever had eczema. Also, it says it normally starts in the head and neck region but he hasn't had that. He also has a couple of these rash like spots around the border of where his diaper is. He has had an itchy diaper rash for a few days. Could the two be connected?

  2. Yes. I have a nephew who has had it all his life and the areas you are talking about are the same. Then it started on his head, hands, and feet. Its not easy to manage, take him to a specialist. Good luck.
