Yes, it does. After it hatches, you can do certain things to make it happier so it will evolve. For example: don't give it herbal medicines, don't let it die, train it, let it hold items, use vitamins on it, and bring it to get a hair cut in Goldenrod. After you do this for a while, level it up and it should hatch. :)
