Does toontown still have an experation?

I noticed that there isn't any trial expiration or anything .. I'm not sure if they updated it so there's no experation trial or anything

Yes, Toontown has updated, so non-members can play as long as they can. Also, you're able to buy a kart, and race only in the Beginner's Tracks, and you can go to any Playgrounds and Streets. But they have also not let you buy anything from the Cattlelogs anymore, and you can't go on any Cog buildings, or enter any Toon buildings and Trolleys that's outside of Toontown Central.

If your a member, yes it does. The day it expires, you wont be able to do anything that members do. You will still have everything you bought but you wont be able to go in cog buildings,fight CFO,go on trolley,order things on catalog, and you get the point.
