waste land is still a spell card thats on the field so it can not come out if there is a spell / trap card on the field

and there r only few decks that should have treeborn frog in it

1 . Dark Arme Drgaon

2 . Monarchs

3. Frog Deck

4. Water Deck

If wetland is a card that you activated, then no! But, if your opponent activated it( you could give it to him with a card like Exchange) then yes it will come back!!(Take Treeborn Frog out of your deck( unless you have a Frog Deck or have less spell and traps)!!)
