well, if you cant afford to buy your own tickets to the US, then it is unlikely they will give you a visa in the first place.

There's no such requirement.  They might want to know how she got the ticket, but how she got it will not be the standard they use to judge her application.  

Finally, assuming she buys the ticket ($1,500 round trip) which is about a year's salary for a teacher.  They're going to want to know where she works and how she got that money for the ticket.  She says from you or she lies.  If she says you paid then what's the difference if you buy it or she does?  If she lies it will take about 1 minute to figure it out and she'll be banned for life from the USA.

They want to see her present PROOF that she will return to the Philippines and not stay in the United States.  The average Filipino has absolutely no way to satisfy this requirement.

I told you before, the odds of her getting a tourist visa are just about ZERO.

If you want to meet her fly there yourself.

The US Embassy in Manila or any US Embassy abroad does care how the applicant gets their plane tickets. The ticket can be a gift from parents, friends, spouses, office sponsored, use your air miles, win it in a game show, OR be bought by the applicant themselves. How the ticket will be purchased is not a basis for the issuance of the B2 visa.**

of course , you have to buy your own ticket and have enough money to cover your exspense`s while in the states.if someone doesn`t have money there not getting a tourist visa.
