Does water island of the virgin islands have cell phone service?

It depends on your carrier if you can get service on Water Island.

Absolutely.  Water Island is within less than a mile of St. Thomas so any cell phone service available there should work on Water Island as well.  This includes Sprint, Cingular/AT&T and Innovative Wireless (a local company).  With any other carriers you'll be roaming with international rates applying.  I know some of the prepaid services work fine here too; the ones you'd get at Radio Shack or Office Max.
