Does yahoo distribute it's advertising based on geographical locations?

...i mean like does it put on different advertisimnet for differtent countries based on the international IP adress of that country?

Yes, this is how it is supposed to work however Google is much better at it than Yahoo.

When you log into Yahoo! ads you can choose country, state, city, and/or zip code to serve your sponsored ads.

It is based on IP address first and then on geographic search intent.
