That information is usually in people's profile pages, whether the main ones or those in the 360 accounts, etc. Yahoo likely has an internally kept list, but it can't reveal that to you, or the option to users of not appearing online would be moot.

There isn't a list you can look at to see who's online. But I do know a way to see who's signed into messenger. Even if they're invisible or have you on stealth. I understand it works well. Here you go.

try clicking on a picture, you will get a persons answer's profile.it will show the "awake" smiley. that's if the person has chosen.some choose not to share info. some decide to appear off line. others, most likely enjoy chatting. yahoo 360 is a good place to. its the same thing there. its up to the person to appear on or not or no info at all.
