  1. Mr. VoIP above nailed it. I use the feature inside messenger a lot and it works fine. Other competitors include Skype and MSN Messenger in case you want to price compare the calling rates.


  2. There is Yahoo Messenger for making PC-PC calls:

    and Yahoo Voice for PC-Phone calls:

  3. They do have cheap long distance calling. (pc-phone)

    But it's not good for local calling.  Local is usually free.

    (pc to pc) using Yahoo! Messenger is free.

    I recommand using Windows Live messenger with free video chat.

    So final answer is YES, it does have low rates!
